VCOM reserves the right to cancel the bidding process if bids are not responsive and /or responsible and re-issue another solicitation. The successful bidder shall be notified of acceptance and will receive a request to sign a contract as soon as possible. After the bidders are determined to be responsive and responsible, the quality of parts and products as well as the expertise needed to carry out this project will be a factor in this process. The award results will be reported following receipt, evaluation, and tabulation of the bid.
